This is a decent, family-run hotel in an excellent location (on a street with plenty of restaurants and a short walk from both cable car entrance and bus station). I don't think they're really equipped to deal with foreign guests - only the father speaks a little English and there were lots of struggles with communication. One afternoon when I came in, the son was at front desk and stopped me from going upstairs, kept me at reception for five minutes (and couldn't explain why), and then called his mother down to ask what assistance I required - even though I required nothing. :/ I was also disappointed when checking in late at night. The mother and father had both greeted me and instructed me to get my passport out. In the meantime, a Chinese guy came in and jumped ahead of me. They proceeded to serve him instead, completely ignoring the fact that I'd arrived first. Different cultural values and a communication barrier perhaps, but it's definitely not great for Western travellers I don't think.
The room itself was basic but adequate. Not particularly clean: walls were crumbling, hair in the toilet, and the AC leaks if used. There's also a lot of noise pollution from outside and from other guest rooms. There's free water, towels, and handwash however, so those are nice touches.
Overall, it's definitely great value for money (ridiculously cheap) and in an excellent location. Think of it as a friend's spare room rather than part of the hospitality industry. And if you don't speak Chinese and have Western manners then consider finding somewhere more suitable.
